FCC Set-Top Box NPRM Update, Small Operators Excluded?

In February we told you about FCC Chairman Tom Wheeler's proposal regarding a new ruling on set-top boxes, seeking to "unlock the box" and unite all video (regardless of technology) in one set-top box. After that announcement, Law 360 reports that the American Cable Association and others went to the commission and pushed for the FCC to exclude small operators from Set-Top Box Rules. The NPRM was issued on February 18, 2016, and can be found here. The NPRM was accepted for consideration, with a 3-2 vote. They are seeking comments on how small MVPDs could be affected by potential rules adopted (see item 81), which is an area MBC can look at more closely.
